Government receives 2015 Starting Salaries Survey report from Standing Commission on Civil Service Salaries and Conditions of Service

     A spokesperson of the Civil Service Bureau said that the Government has received Report No. 54 of the Standing Commission on Civil Service Salaries and Conditions of Service on the 2015 Starting Salaries Survey (SSS) today (February 26).

     "This survey aims at ascertaining whether the starting salaries of non-directorate civilian civil service grades are broadly comparable with those of private sector jobs requiring similar qualifications or experience. The Government is very grateful for the time and effort the Standing Commission has devoted," the spokesperson said.

     "The Government will examine in detail the survey findings and recommendations in consultation with all relevant stakeholders (including departmental management and the staff sides), and invite the Standing Committee on Disciplined Services Salaries and Conditions of Service (SCDS) to advise on how the findings should be applied to the disciplined services ranks," the spokesperson continued.

     "Upon receiving the views from relevant stakeholders and advice from the SCDS, the Government will submit its recommendations on the way forward to the Chief Executive-in-Council for a final decision," the spokesperson added.

     Under the Improved Civil Service Pay Adjustment Mechanism, an SSS is conducted on a triennial basis. The last SSS was conducted by the Standing Commission in 2012.
