     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, on the Recycling Fund after attending a public event today (October 10):

Reporter: How successful has the application process been for the Recycling Fund so far?

Secretary for the Environment: I think it is too early to say to what extent the response (to the Recycling Fund) is because the launch was just formally started this Tuesday, so we will have to wait and see. But I would like to stress that it is a breakthrough in terms of policy to set up this Recycling Fund to support the sustainable development of the recycling industry. I would also like to add that not only the Recycling Fund, we have also other supporting policies for the recycling industry from land, training to labouring, etc. So we do have a holistic approach to see the healthy development of the recycling industry. We have to see this in a longer perspective.

Reporter: The recyclers have drawn attention to problems such as rising rents, the decline in economy, declining prices of plastic, for example. How could the Recycling Fund address these concerns?

Secretary for the Environment: I can say that the Recycling Fund provides flexibility to take the wisdom of the trade, so that they can base on the performance-based approach to make an appropriate proposal that can fit the local context and situation. Thank you.
