LegCo to debate a motion on new challenges faced by Hong Kong as an international financial centre

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (June 10) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on new challenges faced by Hong Kong as an international financial centre.

     The motion, moved by Mr Ng Leung-sing, states: "That this Council urges the Government to formulate and implement comprehensive strategies targeting at the rapidly evolving global macro economic and financial development, the Mainland's requirements for financial reform and the rise of emerging financial centres to meet challenges, with a view to consolidating and enhancing the competitiveness of Hong Kong as an international financial centre and expediting the promotion of Hong Kong's development into a financial technology hub."

     Mr Martin Liao, Mr Jeffrey Lam, Mr Charles Peter Mok, Mr Sin Chung-kai and Mr Paul Tse will move separate amendments to Mr Ng Leung-sing's motion.

     Mr Tony Tse will move a motion on stepping up regulation on the repair and maintenance works of private buildings. The motion states: "That at present, the inadequate supply of developable land and newly constructed residential housing in Hong Kong has subjected many people to heavy housing pressure, and the situation is expected to persist in the near future; in addition to the need to expeditiously increase the supply of land and residential housing by the Government, developers and other public or non-profit-making organisations, the Government should encourage people to step up the repair, maintenance and management of buildings to prolong their useful life; the various building maintenance programmes introduced by the Government in recent years, including the Mandatory Building Inspection Scheme, have led to a significant increase in the amount of building repair and maintenance works; yet, the varying standards of building repair and maintenance service providers at present have rendered some property owners suffering monetary and other unnecessary losses; in this connection, this Council urges the Government to step up regulation on the repair and maintenance works of private buildings, including adopting effective measures to provide appropriate assistance to property owners, owners' corporations and the building repair and maintenance sector, so that the public can receive professional building repair and maintenance services which are of good quality and value-for-money."

     Mr Kwok Wai-keung, Mr Chan Hak-kan, Mr Ronny Tong, Mr Wu Chi-wai and Mr Lee Cheuk-yan will move separate amendments to Mr Tony Tse's motion.

     Mr Frankie Yick will also move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Road Traffic Ordinance (Amendment of Schedule 10) Order 2015 laid on the table of the Council on May 20, 2015 to the meeting of July 8, 2015.

     Meanwhile, the Secretary for Security will move a proposed resolution under the Security and Guarding Services Ordinance to seek the Council's approval to the notice on criteria for issuing a security personnel permit.  The notice specifies the revised criteria that a person must satisfy before the Commissioner of Police may, under the Security and Guarding Services Ordinance, issue to him a security personnel permit.

     The Secretary for Development will also move a proposed resolution under the Buildings Ordinance to amend Schedule 5 to the Ordinance to update the railway protection areas specified in that schedule.

     During the meeting, Members will also ask the Administration 22 questions on various policy areas, six of which require oral replies.
