     Following is the transcript of remarks by the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung, at a media session after attending radio programmes this (March 21) morning:

Reporter: Professor, could you explain why you can't disclose details...?

Secretary for Transport and Housing: The 2007 plan (Pearl River Delta Region Air Traffic Management Planning and Implementation Plan) is not just any document. It is a plan in which details of civil aviation, whether of Hong Kong or the Mainland, including Shenzhen, Guangzhou, Zhuhai, as well as Macau, (are) analysed. The plan itself also sets forth various objectives, targets and measures to be implemented until 2020. So the document contains a lot of commercial and strategic sensitivities. So, we don't think it is right for us to just publish the plan. But I fully understand the public's concern about whether the plan is detailed enough, so that we are not just talking about a few sheets of paper. In fact, the document itself runs to close to 90 pages, with several plans attached. It is not just an expression of wishes. It's much more concrete than that. I will try my best to say more about the substance of the plan as appropriate in order to allay any public concerns as to whether the plan itself is something that is committing different civil aviation authorities to implementation.
