Following is the transcript of remarks by the Secretary for Security, Mr Lai Tung-kwok, at a media session after attending a public function this afternoon (January 20):
Reporter: How would you respond to the implementation of the national security law in Hong Kong? What is your reaction to the saying that the National People's Congress will have the authority to reinterpret the Basic Law?
Secretary for Security: As we all know that Article 23 of the Basic Law has a very clear guideline for the Hong Kong Special Administrative Region to enact the law. But up to now, we do not have any timetable to enact such piece of law.
