Appointment of Legislative Council Secretariat Legal Adviser

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Secretariat announced today (January 12) that The Legislative Council Commission (the Commission) had approved the appointment of a serving Senior Assistant Legal Adviser of the LegCo Secretariat, Ms Connie Fung, to succeed Mr Jimmy Ma as Legal Adviser of the LegCo Secretariat. The Commission conducted an internal cum open recruitment exercise to fill the post of Legal Adviser upon the retirement of Mr Ma in July 2015. The suitability of serving staff members of the LegCo Secretariat and outside candidates was considered in the same exercise. The Commission has appointed an executive search firm to assist in the recruitment work.

     Ms Fung will become Legal Adviser (Designate) as from June 1, 2015 to facilitate the handover arrangements. She will formally take up the post of Legal Adviser as from July 1, 2015 upon Mr Ma's retirement on the same date. Ms Fung possesses profound professional knowledge and extensive legal experience. Prior to joining the LegCo Secretariat, she worked in the then Attorney General's Chambers and as a barrister in private practice. Ms Fung joined the LegCo Secretariat in June 1996 as an Assistant Legal Adviser and was promoted to Senior Assistant Legal Adviser in June 2009.

     Mr Ma joined the LegCo Secretariat in January 1992 as a Senior Assistant Legal Adviser and was promoted to Legal Adviser in July 1996.  With his rich experience, profound legal knowledge and passion for work, Mr Ma has maintained a professional team of lawyers to serve the Council, its Members and the Secretariat. He plays a pivotal role in advising on the legal, constitutional and procedural issues relating to the business of the Council. His work and contributions have been greatly valued by Members. In his remaining tenure, Mr Ma will continue to lead the Legal Service Division to meet the many challenges.
