Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (December 31) announced the appointment of four Recorders of the Court of First Instance of the High Court.

     Ms Teresa Cheng Yeuk-wah, SC; Ms Winnie Tam Wan-chi, SC; Mr Stewart Wong Kai-ming, SC; and Ms Linda Chan Ching-fan, SC, are newly appointed Recorders of the Court of First Instance of the High Court. Their appointments will be effective from January 1, 2015, for a term of three years.

     The appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

     The biographical notes of the four appointees are as follows:

Ms Teresa Cheng Yeuk-wah, SC

     Ms Cheng, SC, was born in 1958 in Hong Kong. She obtained a Bachelor of Science degree in Civil Engineering from King's College London and LL.B. from the University of London in 1981 and 1986 respectively. She was called to the Hong Kong Bar and to the Bar of England and Wales in 1987, and to the Bar of New South Wales in 1990. She was admitted as Solicitor in Singapore in 1995. She was appointed as Senior Counsel in 2000. She has been in private practice since 1987. She was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2011, 2012, 2013 and 2014.

Ms Winnie Tam Wan-chi, SC

     Ms Tam, SC, was born in 1961 in Hong Kong. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1983 and 1984 respectively and has been in private practice since 1985. She was called to the Hong Kong Bar in 1984, and to the Bar of England and Wales in 1988. She was admitted as a Barrister and Solicitor of the Supreme Court of the Australian Capital Territory in 1990, and was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1993. She was appointed as Senior Counsel in 2006. She was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2011, 2012 and 2014.

Mr Stewart Wong Kai-ming, SC

     Mr Wong, SC, was born in 1963 in Hong Kong. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1986 and 1987 respectively. He further acquired LL.M. from University of London in 1988. He was called to the Hong Kong Bar in 1987, to the Bar of New South Wales in 1992, and to the Bar of Queensland in 1996. He was admitted as Barrister and Solicitor of the Supreme Court of Australian Capital Territory in 1996. He was appointed as Senior Counsel in 2011. He has been in private practice since 1993. He was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2013 and 2014.

Ms Linda Chan Ching-fan, SC

     Ms Chan, SC, was born in 1969 in Hong Kong. She obtained a Bachelor of Business Administration degree from the Chinese University of Hong Kong in 1992 and completed the Common Professional Examination in 1995. She further obtained LL.M. from the University of Hong Kong in 1998. She was called to the Hong Kong Bar in 1996. She was appointed as Senior Counsel in 2011. She has been in private practice since 1998. She was appointed as Deputy Judge of the Court of First Instance of the High Court for periods in 2013 and 2014.
