The Government announced today (October 24) that the Financial Secretary, in exercise of the authority delegated by the Chief Executive under the Mandatory Provident Fund Schemes Ordinance (MPFSO) (Cap. 485), has appointed Mr William Duncan Stone and Ms Belinda Luk Kwai-sim as the Chairman and a panel member of the Mandatory Provident Fund Schemes Appeal Board (MPFSAB) respectively. The Financial Secretary also re-appointed three incumbent panel members, namely Mr Ng Chau-pei, Ms Ng Wai-yee and Mr Jeff Wong Kwan-kit.
The appointments and re-appointments are for a term of two years from November 1, 2014, to October 31, 2016.
Welcoming the appointments and re-appointments, the Secretary for Financial Services and the Treasury, Professor K C Chan, said that the MPFSAB comprises professionals with a wealth of expertise and experience in the operation of the financial market and the Mandatory Provident Fund Schemes.
Mr Stone is a former High Court judge. He is currently serving as the Chairman of the Banking Review Tribunal, as well as one of the Chairmen of the Market Misconduct Tribunal.
"Mr Stone has extensive experience in handling appeals relating to financial services regulators, and I believe that under his leadership, the MPFSAB will continue to uphold its impartiality," Professor Chan said.
"I am also confident that the newly appointed and re-appointed panel members will give valuable contributions to the work of the MPFSAB," he added.
Professor Chan also paid tribute to Mr Michael Stuart-Moore and Mr Alex Chu Wing-yiu, the outgoing Chairman and panel member of the MPFSAB respectively.
The MPFSAB was established in accordance with Section 35 of the MPFSO to determine appeals against the decisions of the Mandatory Provident Fund Schemes Authority as specified in Schedule 6 to the MPFSO.
