The Chief Executive Officer of the WKCDA is an ex-officio member of the Board.

A Government spokesman said that the 14 non-official members, with their wealth of experience and expertise in different sectors, including arts and culture, urban planning, engineering, surveying, business and finance, law and community service, would provide needed knowledge and valuable advice to the Board to discharge its statutory duties and to oversee the development process of the WKCD.

"I would like to thank the seven outgoing members - Mr Raymond Fung Wing-kee, Mr Jeffrey Lam Kin-fung, Professor Lee Chack-fan, Mr Sin Chung-kai, Professor Jenny So Fong-suk, Ms Yip Wing-sie and Mr Danny Yung Ning-tsun - for their invaluable contributions to the work of the Board in the past years and I look forward to their continued support for the WKCD project in other capacities," the Chairman of the Board, Mrs Carrie Lam, said.

The WKCDA Ordinance (Cap. 601) provides that the Board is the governing and executive body of the WKCDA. It is responsible for the planning, development, operation and maintenance of the arts and cultural facilities and related facilities in the WKCD.

Since its establishment in October 2008, the Board of the WKCDA has formulated various strategies crucial to the development of the WKCD and the operation of the WKCDA, which include charting the direction for the organisational setup of the WKCDA, the Development Plan for the WKCD and the design of various facilities as well as cultural software development and more. It has also actively promoted engagement with the public and stakeholders.
