Establishment of Qualifications Framework Fund and appointments to Steering Committee on Qualifications Framework Fund

     The Government today (September 1) announced the establishment of the Qualifications Framework (QF) Fund and the appointments to the Steering Committee on QF Fund.

     The Steering Committee will advise the Secretary for Education on the policy, strategy and administration of the QF Fund. The appointments are for a period of two years from September 1, 2014, to August 31, 2016. The membership of the Steering Committee is set out below:

     The Secretary for Education, Mr Eddie Ng Hak-kim, said, "Dr Liao is a prominent community leader who has a wealth of experience in public service including in the education sector. I am confident that under his capable leadership, the Steering Committee will provide valuable advice on the proper use of the QF Fund in supporting the sustainable development and implementation of the Hong Kong QF."

     The establishment of the $1 billion QF Fund was announced in the Policy Address this year with a view to supporting different schemes or initiatives for the sustainable development and implementation of QF, including but not limited to the following two areas:

(a) Dedicated support schemes for QF; and
(b) Funding for Industry Training Advisory Committees, QF-related studies or projects and public education.

     Implemented by the Government since 2008, QF is a seven-level hierarchy covering qualifications in the academic, vocational and continuing education sectors, providing accessible articulation pathways for lifelong learning. For details, please visit the website at www.hkqf.gov.hk.
