Handling of complaints concerning five Members by Committee on Members' Interests of the Legislative Council

The following is issued on behalf of the Legislative Council Secretariat:

     The Committee on Members' Interests (CMI) of the Legislative Council (LegCo) held a closed meeting today (July 30) to discuss the complaints it received concerning five LegCo Members. The complaints were lodged respectively by the five LegCo Members belonging to the Hong Kong Federation of Trade Unions (HKFTU), some members of the public and some organisations. The five Members under complaint are Mr Leung Kwok-hung, Mr Lee Cheuk-yan, Mr Alan Leong, Ms Claudia Mo and Mr James To. They are alleged to have breached the relevant provisions of the Rules of Procedure (RoP) in accepting donations without making registrations with the Clerk to LegCo.

     Regarding the complaint lodged by the Members belonging to the HKFTU, CMI considers that the complainants have neither specified the complainees nor provided details of the breach concerned in their complaint letter. Hence, CMI decides not to take any follow-up actions.

     Regarding the complaints lodged by some members of the public and some organisations, having considered the content of the complaints and the relevant provisions of the RoP, CMI decides to conduct preliminary consideration in accordance with its procedure for handling complaints.

     Regarding the complaints concerning Mr Alan Leong, after examining at the meeting the information provided by Mr Leong to CMI on his own initiative as well as the relevant provisions of the RoP, CMI considers that Mr Leong has in principle provided clarifications in response to the complaints. However, before confirming acceptance of Mr Leong's clarifications, CMI decides to invite him in writing to provide further information.

     Regarding the complaints concerning the other four Members, CMI decides to invite them in writing to provide explanations in response to the complaints.

     Upon receiving replies from the five Members, CMI will meet again to deliberate the matter.
