EPD promotes BYOB at Book Fair (with photos)

     To promote the full implementation of the plastic shopping bag (PSB) charging scheme early next year, and to encourage members of the public to practise "bring your own bag" (BYOB) and cut down on plastic bag usage, the Environmental Protection Department (EPD) is again holding a publicity event at the Hong Kong Book Fair 2014. Members of the public are welcome to join.

     An EPD spokesman today (July 17) said, "The Environmental Levy Scheme on Plastic Shopping Bags will be fully extended to cover all retails outlets on April 1, 2015. Upon full implementation, free distribution of PSBs will be banned at all points of retail sale of goods, and no less than 50 cents shall be charged for each PSB provided to consumers, except for exemptions given on food hygiene grounds. The EPD enhanced publicity through this activity so that the trade can get prepared for the full implementation of PSB charging, while members of the public can also adopt the BYOB habit."  

     The publicity event features exhibition panels and interactive computer games which will introduce details of the full implementation of PSB charging. There will also be a "selfie corner" where the public can take photos in front of a colourful background to show their support for BYOB. In addition, last year's popular BYOB mascot will return with a new costume to meet visitors and pose for photos. An upcycling workshop will also be held where instructors will show participants how to make pencil cases using waste cardboard, floor mats and cloths, turning waste into useful items. Display panels will also introduce visitors to other Producer Responsibility Schemes.  

     The activity will be held at booth No. 3B-A27, Hall 3, Hong Kong Convention and Exhibition Centre from now till July 22. Details are as follows:

     The Legislative Council passed the Product Eco-responsibility (Amendment) Bill 2013 on March 19 this year, endorsing full implementation of PSB charging from April 1, 2015. The PSB charge provides an economic incentive for the public to practise BYOB, thus reducing waste at source. Upon full implementation of PSB charging, retailers will have to charge no less than 50 cents for each PSB provided to consumers unless such PSB usage is exempted or excluded. Flat-top bags will also be regulated and be subject to the charge, while non-woven bags and laminated paper bags will continue to be regulated.
