The Education Bureau (EDB) today (June 5) announced that two vacant school premises in Kwun Tong are now open for applications from eligible school sponsoring bodies (SSBs) in the Second School Allocation Exercise (SAE) 2014.
The two vacant school premises identified are the ex-premises of Five Districts Business Welfare Association Yan Kow School at Estate School No. 2, Ping Shek Estate, Kwun Tong and the ex-premises of Grantham College of Education Past Students' Association Kwun Tong Primary School at Estate Primary School No. 1, Shun On Estate, Kwun Tong. Details of the vacant premises are set out at Annex.
"In order to meet the projected transient shortfall of Primary One places in Kwun Tong in the run up to the 2018/19 school year, the Government has identified two vacant school premises in Kwun Tong for operation of extension(s) of existing aided primary school(s) for a time-limited period and/or setting up separate time-limited aided primary school(s)," an EDB spokesman said.
"The projected student population at age 6 in Kwun Tong is expected to reach its peak in the 2018/19 school year and will progressively decrease to a stable level as from the 2019/20 school year. The successful applicant(s) are expected to operate at the two vacant school premises from the 2015/16 school year to the 2023/24 school year to meet the transient shortfall of P1 places in Kwun Tong. The premises allocated need to be returned to the Government when the demand and supply position of primary school places in Kwun Tong has stabilised. The successful applicant(s) will be required to surrender the allocated premises to the Government upon reasonable notice by the Government in accordance with the lease agreement with the Government."
"The successful applicant(s) of the two premises are expected to fully utilise the premises to meet the transient shortfall as far as practicable from the 2015/16 school year to the 2023/24 school year upon the school allocation. The actual number of classes to be operated in each school year within the period will be subject to approval by the Education Bureau," he added.
"Allocation of premises is on a competitive basis and quality of education will be the prime consideration in assessing schools' applications. Factors to be considered include the operation track record of the applicant school or the SSB, and the quality of the proposed school plan submitted. Priority will be given to applications which can best meet the projected transient shortage of P1 places within the timeframe required. For applications for an extension of an existing aided primary school, the administrative arrangements in relation to the operation of the existing school and the extension will also be taken into account."
All applications will be considered by the School Allocation Committee comprising official and non-official members. Each applicant body may submit up to two applications for setting up a time-limited aided primary school at each of the two premises, or one application for setting up one time-limited aided primary school in both premises, while it may submit more than one application for extension(s) of existing aided primary school(s) under its sponsorship at one or both of the two premises.
If an applicant body submits more than one application, each of its applications will be treated as an independent one. Each application should be submitted together with the required supporting documents, and a proposed school plan (of not more than 10 pages including all annexes plus a two-page executive summary) covering the vision and mission, management and organisation, learning and teaching, school ethos and support for students, student performance target and self-evaluation indicators. The applicant SSB may also make reference to other school(s) that it is operating and the respective performance of the school(s) to substantiate its case.
In line with the EDB's established policy for school allocation, the applicant body should be a charitable institution or trust of a public character exempted from tax under Section 88 of the Inland Revenue Ordinance, and be:
(1) incorporated under the Companies Ordinance, with its articles of association containing all the standard texts required for allocation of a school premises; or
(2) incorporated under other ordinances, with its constitution satisfying the Permanent Secretary for Education as being fit to be considered for allocation of a school premises.
In the case of application for physical extension of an aided primary school, the applicant body should be running one or more primary schools in Hong Kong and the applicant body should be a registered school sponsoring body of the applicant school.

Duly completed application forms and supporting documents, together with 19 copies of the proposed plan and executive summary, should reach the Infrastructure and Research Support Division of the Education Bureau (6/F, East Wing, Central Government Office, 2 Tim Mei Avenue, Tamar, Hong Kong) on or before 5pm on July 4, 2014. Late or incomplete applications, as well as application via email, will not be processed.
