     Following is the transcript of remarks by the Financial Secretary, Mr John C Tsang, at a media session in the Legislative Council Complex today (April 30):

Reporter: Secretary, People Power say your Budget is unjust and unfair because it benefits the rich people, do you think it is justifiable for them to start the filibuster?

Financial Secretary: I think the Budget benefits everybody in Hong Kong, not just selected people.

Reporter: So is it not okay for them to start the filibuster?

Financial Secretary: I think it has to be proportional. We cannot use the Budget as something, as a counter way, for us to do something that's premature.

Reporter: Secretary, when do you think the Bill in the Legislative Council can be passed? When do you hope it will be passed, that means ...

Financial Secretary: If it's up to me, I want it to be passed today.

Reporter: But when, in your estimation, when do you think it will be passed?

Financial Secretary: I cannot make an estimation. It's the job of the legislators. But if it's really up to me, today would be a good day. Thank you very much.
