Senior appointments (with photos)

     The Government announced today (April 15) the following senior appointments:

(a) Mr Cheuk Wing Hing, ex-Commissioner for Labour, will assume the post of Director of Administration and Development in the Department of Justice on May 2, 2014. He will succeed Mr Arthur Ho Kin-wah, who will retire after 37 years of service with the Government; and

(b) Mr Tang Ping-kwong, Deputy Commissioner of Rating and Valuation, will succeed Mrs Mimi Brown Tsang Mui-fan as Commissioner of Rating and Valuation on May 5, 2014. Mrs Brown will proceed on pre-retirement leave on the same day after 36 years of service.

     Commenting on the appointment of Mr Cheuk, the Secretary for the Civil Service, Mr Paul Tang, said, "Mr Cheuk is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity."

     Commenting on the appointment of Mr Tang Ping-kwong, Mr Paul Tang said, "Mr Tang has extensive professional knowledge and experience in rating and valuation work as well as good administrative and leadership skills. I am confident that he will be able to lead the Rating and Valuation Department to meet the challenges ahead and continue to deliver quality service to the community."

     On the retirement of Mr Ho, Mr Paul Tang said, "Mr Ho has served with strong drive and dedication in the civil service throughout the years. During his tenure as Director of Administration and Development of the Department of Justice, Mr Ho provided strong support to the Secretary for Justice in shaping strategies for launching new policy initiatives and played a pivotal role in managing the department's financial and human resources to facilitate the effective and efficient delivery of its services. With dedication and strong organisational skills, he oversaw the preparation for the department's relocation to the former Central Government Offices."

     On the retirement of Mrs Brown, Mr Paul Tang said, "Mrs Brown has served with commitment in the civil service throughout the years. As the Commissioner of Rating and Valuation, she has made sustained efforts in enhancing the professional service of the Rating and Valuation Department. Her leadership in launching a series of customer-focused electronic platforms in the department to ensure the quality and user-friendliness of its service to the public is commendable.

     "We sincerely wish the two colleagues a happy retirement."

     Brief biographical notes on the four officers are set out below:

Mr Arthur Ho Kin-wah

     Aged 60, Mr Ho joined the Government in August 1976. He served in the Executive Officer and Trade Officer grades before joining the Administrative Service at the rank of Administrative Officer Staff Grade C in April 1993. He rose to his present rank of Administrative Officer Staff Grade B1 in April 2008.

     Mr Ho has served in various bureaux and departments, including the former Civil Service Branch and the former Economic Services Branch (later renamed Economic Services Bureau) and the former Transport Bureau (later renamed Environment, Transport and Works Bureau). He was Head of the Hong Kong Guangdong Co-operation Co-ordination Unit from November 2004 to March 2006, and Deputy Secretary for Constitutional Affairs (later renamed Deputy Secretary for Constitutional and Mainland Affairs) from April 2006 to April 2012. Mr Ho has been Director of Administration and Development in the Department of Justice since April 2012.

Mrs Mimi Brown Tsang Mui-fan

     Aged 59, Mrs Brown joined the Government as a Valuation Assistant II in October 1977. She was appointed as a Rating and Valuation Surveyor (then titled) in September 1979. She was promoted to Principal Valuation Surveyor in August 1995, to Assistant Commissioner of Rating and Valuation in July 2000 and to Deputy Commissioner of Rating and Valuation in November 2006. She has been Commissioner of Rating and Valuation since January 2008.

Mr Cheuk Wing Hing

     Aged 55, Mr Cheuk joined the Government in June 1981 as an Inspector of Police. He joined the Administrative Service in August 1984 and rose to his present rank of Administrative Officer Staff Grade A in April 2010.

     Mr Cheuk has served in various bureaux and departments, including the former Councils and Administration Branch, the former Administrative Services and Information Branch, the former City and New Territories Administration, the Post Office, the former Finance Branch, the former Monetary Affairs Branch, the Hong Kong Economic and Trade Office in London, the Department of Health, the former Civil Service Branch, the former Industry Department, Invest Hong Kong, the Food and Environmental Hygiene Department, the General Grades Office and the former Health, Welfare and Food Bureau (later renamed Food and Health Bureau). He was Director of Food and Environmental Hygiene from December 2007 to November 2010 and Commissioner for Labour from November 2010 to February 2014. He served as the Chairman of the 2014 Administrative Officer Recruitment Board until end-March.

Mr Tang Ping-kwong

     Aged 53, Mr Tang joined the Government as a Student Rating and Valuation Surveyor (then titled) in October 1983. He was appointed as an Assistant Rating and Valuation Surveyor (then titled) in September 1984. He was promoted to Principal Valuation Surveyor in December 2001, to Assistant Commissioner of Rating and Valuation in August 2006 and to Deputy Commissioner of Rating and Valuation in November 2012.
