Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (March 10) announced six judicial appointments covering various levels of court.

     The appointments include the Registrar of the High Court; a Senior Deputy Registrar, High Court; the Registrar of the Court of Final Appeal and Senior Deputy Registrar, High Court; two District Judges; and the Chief Magistrate. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will all take effect from March 11, 2014.

Registrar of the High Court
---------------------------

     Mr Lung Kim-wan is appointed as the Registrar of the High Court.

Senior Deputy Registrar, High Court
-----------------------------------

     Mr Andy Ho Chi-yin is appointed as Senior Deputy Registrar, High Court.

Registrar of the Court of Final Appeal and Senior Deputy Registrar, High Court

     His Honour Judge Simon Kwang Cheok-weung is appointed as the Registrar of the Court of Final Appeal and Senior Deputy Registrar, High Court.

District Judges
---------------

     Mr Timothy Harry Casewell and Mr Simon Lo Kit-man are appointed as District Judges.

Chief Magistrate
----------------

     Mr Clement Lee Hing-nin is appointed as the Chief Magistrate.

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:

Mr Lung Kim-wan

     Mr Lung was born in Hong Kong in 1953. He obtained a Bachelor of Arts Degree from the University of Hong Kong in 1978. He passed the Solicitors' Qualifying Examination in the United Kingdom in 1982 and further attained a Master of Laws Degree from the City University of Hong Kong and the People's University of China in 1997 and 1998 respectively. He was admitted as a solicitor in Hong Kong and the Supreme Court of England in 1984 and 1988 respectively. He was admitted as a barrister of the Federal Court of High Court of Australia in 1988 and a barrister and solicitor of the Supreme Court of Australian Capital Territory in the same year. He was later admitted as an advocate and solicitor of the Supreme Court of Singapore in 1990. Mr Lung was in private practice since 1984 until he joined the Judiciary as Permanent Magistrate in 1990. He was appointed as Principal Presiding Officer of the Labour Tribunal in 1997 and as Deputy Registrar, High Court in 2000.

Mr Andy Ho Chi-yin

     Mr Ho was born in Hong Kong in 1958. He obtained a Bachelor of Science Degree in Social Sciences from Bristol University, United Kingdom, in 1981 and furthered his studies in the College of Law, Chester, United Kingdom, between 1981 and 1984. He was admitted as a solicitor in Hong Kong, England and Wales, Australian Capital Territory and Singapore in 1987, 1991, 1991 and 1993 respectively. He served in the then Legal Department as Crown Counsel during the year of 1987. He was in private practice between 1987 and 1995. He joined the Judiciary as Permanent Magistrate in 1995 and was appointed as Deputy Registrar, High Court in 2000.

His Honour Judge Simon Kwang Cheok-weung

     His Honour Judge Kwang was born in Hong Kong in 1963. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1985 and 1986 respectively. He was admitted as a solicitor in Hong Kong in 1988 and in England and Wales in 1991. He was later admitted as an advocate and solicitor in Singapore in 1994. He was in private practice since 1988 until he joined the Judiciary as Permanent Magistrate in 2000. He was appointed as District Judge in 2009.

Mr Timothy Harry Casewell

     Mr Casewell was born in the United Kingdom in 1957. He obtained LL.B. from the University of Hull, United Kingdom, in 1978. He passed the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1979. He was called to the Bar in England and Wales (Inner Temple) in 1979 and was in private practice between 1980 and 1985. He joined the then Legal Department as Crown Counsel in 1985 and was promoted to Senior Crown Counsel in 1988. He joined the Judiciary as Permanent Magistrate in 1995. He was appointed as Principal Magistrate in 2013.

Mr Simon Lo Kit-man

     Mr Lo was born in Hong Kong in 1967. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1990 and 1991 respectively. He was admitted as a solicitor in Hong Kong and in England and Wales in 1993 and 1996 respectively. He was in private practice between 1993 and 2006. He joined the Judiciary as Permanent Magistrate in 2006.

Mr Clement Lee Hing-nin

     Mr Lee was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1992 and 1993 respectively. He was called to the Bar in Hong Kong in 1993. He was in private practice since 1994 until he joined the Judiciary as Permanent Magistrate in 2006. He was appointed as Principal Magistrate in 2013.
