Following is the transcript of remarks by the Financial Secretary, Mr John C Tsang, at a media session at the Legislative Council Complex today (February 21):
Reporter: Secretary, do you feel that the Government's sudden U-turn last Friday on how to adjust the rate, that upset many lawmakers and therefore they are not supporting the Bill?
Financial Secretary: It was not a U-turn. What we are trying to do, as always, is to allow the Government to make a quick as well as a clear response to any change in the market. And that's what we have done.
