Senior appointments (with photos)

     The Government announced today (January 13) the following senior appointments:

(a) Mr Donald Tong Chi-keung, Hong Kong Commissioner for Economic and Trade Affairs, USA, will take up the post of Commissioner for Labour on March 3, 2014, vice Mr Cheuk Wing Hing, who will take up the chairmanship of the 2014 Administrative Officer Recruitment Board on February 19;

(b) Mr Clement Leung Cheuk-man, Director of Food and Environmental Hygiene, will succeed Mr Tong as Hong Kong Commissioner for Economic and Trade Affairs, USA on February 3, 2014;

(c) Mr Martin Siu Man-tat, Deputy Director of Accounting Services, will succeed Mrs Lesley Wong Chui Yue-chue as Director of Accounting Services on January 21, 2014. Mrs Wong will proceed on final leave on the same day after 38 years of service; and

(d) Mr Daniel Chung Kum-wah, Head (Airport Expansion Project Coordination Office), will succeed Mr Chan Chi-chiu as Director of Drainage Services with effect from February 3, 2014. Mr Chan will proceed on pre-retirement leave on the same day after 34 years of service.

     Commenting on the appointments in the Administrative Service, the Secretary for the Civil Service, Mr Paul Tang, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities and rise to the challenges ahead."

     On the appointments of Mr Siu and Mr Chung, Mr Tang said, "The appointees have proven leadership and administrative skills, as well as profound professional knowledge and broad operational experience. I am confident that they will be able to lead the respective departments to meet the challenges ahead and continue to deliver quality service to the community."

     On the retirement of Mrs Wong, Mr Tang said, "Mrs Wong has served with commitment in the civil service throughout the years. As the Director of Accounting Services, she has made sustained efforts in enhancing the professional service of the Treasury. Her leadership in re-engineering the operation of the department and enhancing the financial management systems to ensure the effective management of public finance is commendable. We sincerely wish her a happy retirement."

     On the retirement of Mr Chan, Mr Tang said, "Mr Chan has served with dedication in the Civil Service throughout the years. As the Director of Drainage Services, Mr Chan has led the Drainage Services Department to bring continuous improvements to our wastewater and stormwater drainage services, and devoted sustained efforts in combating water pollution. We sincerely wish him a happy retirement."

     Brief biographical notes on the six officers are set out below:

Mr Donald Tong Chi-keung

     Aged 53, Mr Tong joined the Government in August 1983 as an Executive Officer. He transferred to the Administrative Service in July 1987 and rose to his present rank of Administrative Officer Staff Grade A in April 2012.

     Mr Tong has served in various bureaux and departments including the Transport Department, the former Trade and Industry Branch, the former City and New Territories Administration, the Hong Kong Economic and Trade Office in Washington, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Office in Toronto and the former Environment and Food Bureau. He was Deputy Secretary for the Environment and Food (later retitled Deputy Secretary for the Environment, Transport and Works (Environment)) from May 2001 to April 2003, Deputy Director of Food and Environmental Hygiene from April 2003 to November 2006, and Deputy Secretary for Home Affairs from November 2006 to September 2008. Mr Tong has been Hong Kong Commissioner for Economic and Trade Affairs, USA since October 2008.

Mr Clement Leung Cheuk-man

     Aged 48, Mr Leung joined the Administrative Service in July 1987 and rose to his present rank of Administrative Officer Staff Grade A in April 2012.

     Mr Leung has served in various bureaux and departments, including the former City and New Territories Administration, the former Chief Secretary's Office, the Post Office, the former Government House, the former Security Branch, the Chief Secretary for Administration's Office and the former Education and Manpower Bureau. He was Deputy Director-General of Trade and Industry from March 2003 to March 2007, and Deputy Secretary for Financial Services and the Treasury (Treasury) from April 2007 to October 2010. Mr Leung has been Director of Food and Environmental Hygiene since November 2010.

Mrs Lesley Wong Chui Yue-chue

     Aged 58, Mrs Wong joined the Government as an Accounting Officer II in September 1975. She was appointed as a Treasury Accountant in September 1978. She was promoted to Chief Treasury Accountant in April 1989, to Assistant Director of Accounting Services in July 1995 and to Deputy Director of Accounting Services in July 2009. She has been Director of Accounting Services since January 2011.

Mr Martin Siu Man-tat

     Aged 52, Mr Siu joined the Government as an Accounting Officer II in September 1983. He was appointed as a Treasury Accountant in September 1988. He was promoted to Chief Treasury Accountant in July 2004 and to Assistant Director of Accounting Services in June 2011. He has been Deputy Director of Accounting Services since February 2013.

Mr Chan Chi-chiu

     Aged 59, Mr Chan joined the Government as an Assistant Engineer in August 1979. He was promoted to Chief Engineer in November 1994, to Assistant Director of Water Supplies in July 1999 and to Deputy Director of Water Supplies in May 2004. He has been Director of Drainage Services since September 2010.

Mr Daniel Chung Kum-wah

     Aged 55, Mr Chung joined the Government as an Assistant Engineer in August 1985. He was promoted to Chief Engineer in September 2001, to Government Engineer in August 2009 and to Principal Government Engineer in July 2012. He is currently Head (Airport Expansion Project Coordination Office).
