Presented by the Home Affairs Bureau and organised by the Art Promotion Office (APO) of the Leisure and Cultural Services Department (LCSD), the Art@Government Buildings 2013-14 project is now calling for public artwork proposals for four government buildings located on Hong Kong Island, in Kowloon and in the New Territories. The four buildings are the General Post Office, Queen Elizabeth Stadium, Kowloon City Government Offices and Hung Hom Community Hall, and Sha Tin Town Hall.
The Art@Government Buildings project is a public art project organised by the APO to incorporate art into government offices. In addition to promoting the local development of public art, the project also aims to create an artistic atmosphere at government buildings, offering citizens including visitors and users a new experience and broadening the artistic horizons of the public at large. Previously held in 2010 and 2012, the project has commissioned artworks for display at nine Government buildings in Hong Kong and the general public has responded positively.
The proposed artworks can be past or new original works by the participants and should be technically feasible. Participants should consider the specific theme set by each government building, the suggested artwork locations, architectural features and functions of the government buildings, the surrounding environment, and the characteristics of the local community and geographic features of the districts that the government buildings serve.
Each participant may submit more than one proposal for each government building, but the same proposal cannot be used for more than one building. Participants should also be prepared to carry out the submitted proposals and complete production within the proposed timeframe if a commission offer is made.
All proposals will be assessed by an adjudication panel, which will comprise Museum Expert Advisers of the LCSD, a participating artist of Art@Government Buildings in the past, the Chief Curator of the APO and representatives of the venue management of the government buildings. The assessment and selection of proposals will be based on criteria including the following: innovation, uniqueness, aesthetics and artistic expression, and high standard of artworks; whether the artworks relate to the public and tie in with the themes and environmental characteristics of the local community that the government buildings serve, and ability to develop and communicate the concept and idea; ability of the participants to create artworks that enhance community engagement and harmony with the community, neighbourhoods, the general public and building users; experience and ability to organise and fabricate public artworks; and technical considerations.
The ceiling of the commissioning budget for each commissioned artwork is $400,000, which will cover all the direct and indirect costs incurred by the commissioned participant in the course of implementing the chosen artwork.
Interested parties should submit their proposals to the APO by 6pm on November 30. All selected and commissioned participants will be notified in writing. Results of the project will be announced on the APO's webpage www.lcsd.gov.hk/apo/ in due course. Results will not be given over the telephone.
