Vacant school premises allocated for quality enhancement of self-financing post-secondary institution

     The Education Bureau (EDB) announced today (August 5) that the ex-premises of FDBWA Mrs Fung Ping Shan Primary School in Ma On Shan would be allocated to HKCT Group Limited for the operation of self-financing full-time locally accredited post-secondary programmes by the Hong Kong College of Technology and the proposed HKCT Institute of Higher Education.

     "On the recommendation of an independent Vetting Committee, the Secretary for Education has decided that the Hong Kong College of Technology and the proposed HKCT Institute of Higher Education should be earmarked as the proposed operators of the premises to be leased at nominal rent," a spokesman for the EDB said.

     "The allocation of the premises enables institutions to provide a better teaching and learning environment, enhance teaching quality and improve students' learning experience. It also demonstrates the Government's strong commitment to supporting the healthy and sustainable development of the self-financing sector," he added.

     The Government invited applications on February 19, 2013, from non-profit-making education institutions for reprovisioning a college operating in a sub-optimal environment at the premises for the operation of self-financing full-time locally accredited programmes at sub-degree level or above. At the close of application on May 3, 2013, five applications were received.

     The Vetting Committee, comprising nine non-officials (including the Chairman) and one official member, made the recommendation after detailed examination of the applicants' education development and site utilisation proposals. The process is fair and competitive. Only an application with the highest quality would be selected.
