     Following is the transcript of remarks by the Secretary for Transport and Housing, Professor Anthony Cheung Bing-leung, at a media session after attending a television programme this (June 30) morning:

Reporter: (inaudible)

Secretary for Transport and Housing: What I said that every government has to have sufficient capacity to deal with all kinds of problems whether these are problems of governance or social policy, economic policy, livelihood issues. Now at the moment in Hong Kong, facing the government are not just day to day politics or day to day livelihood issues. We also face more structural issues in relation to the system of governance. The issue of election by universal suffrage, executive-legislative relationship, whether party politics are playing an appropriate role. All these issues need to be dealt with one by one. And we also face the issue of how to have stable relationship between Hong Kong and the Mainland, the issue of two systems. I would suggest that whoever in government, whoever is the Chief Executive or whoever are in the government team, will have to face similar problem, so this is a more fundamental challenge to Hong Kong.

Reporter: Critics said that C Y Leung's integrity problem make the government... How do you comment that?

Secretary for Transport and Housing: It all depends on public perception. I think the Chief Executive is trying to do his best to show people that he is committed, he is putting Hong Kong people's interests first. At the end of the day, I think it's a matter of how government and the community can establish enough mutual trust, so that we will work together to solve the problems of Hong Kong.
