LegCo to debate a motion for adjournment of Council on issue relating to cyber security

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) will hold a meeting on Wednesday (June 19) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion for the adjournment of the Council under Rule 16(4) of the Rules of Procedure.  The motion, to be moved by Mr Andrew Leung, states: "That this Council do now adjourn for the purpose of debating the following issue: cyber security."

     Mr Ng Leung-sing will move a motion on maintaining and enhancing Hong Kong's position as an international financial centre. The motion states: "That this Council urges the Government to make further efforts to maintain and enhance the Hong Kong SAR's position as an international financial centre, including:

(1) to introduce more proactive financial policies and measures;

(2) to appropriately refine the existing regulatory system and financial infrastructure; and

(3) to open up financial business co-operation with relevant regions."

     Mr Christopher Cheung and Mr James To will move separate amendments to Mr Ng Leung-sing's motion. Mr Albert Ho will move an amendment to Mr James To's amendment.

     Mr Chan Kin-por will also move a motion on building a safe city. The motion states: " That on the surface Hong Kong is a safe city, but due to the ageing of some urban facilities, people's slack safety awareness, certain government departments' lax enforcement of law, etc., recent years have witnessed the occurrence of various kinds of accidents one after another and worse still, serious blaze and marine disasters, some of which even incurred heavy casualties; in fact, the China Institute of City Competitiveness has already excluded Hong Kong from its ranking list on China's safest cities in its research reports over the past two years; in this connection, this Council urges the Government to set up an inter-departmental committee to comprehensively review the various existing ordinances relating to city safety, urge the various departments to improve the implementation of such ordinances, and formulate a safe city development policy, so as to comprehensively enhance city safety; in addition, this Council urges the Government to draw reference from the concept of the World Health Organization's 'Safe Community' project to promote a city safety culture and comprehensively prevent the occurrence of accidents."

     Mr Tang Ka-piu, Mr Charles Peter Mok, Ms Claudia Mo and Dr Helena Wong will move separate amendments to Mr Chan Kin-por's motion.

     Meanwhile, Mr James Tien will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Tate's Cairn Tunnel Ordinance (Amendment of Schedule) Notice 2013, laid on the table of the LegCo on May 22, 2013, to the meeting of July 10, 2013.

     Mr Sin Chung-kai will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Trade Descriptions (Powers Not Exercisable by Communications Authority) Notice and the Trade Descriptions (Unfair Trade Practices) (Amendment) Ordinance 2012 (Commencement) Notice,
laid on the table of the LegCo on May 29, 2013, to the meeting of July 17, 2013.

     Dr Lo Wai-kwok will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Building (Minor Works) (Amendment) Regulation 2013 and the Buildings Legislation (Amendment) Ordinance 2012 (Commencement) Notice, laid on the table of the LegCo on May 29, 2013, to the meeting of July 17, 2013.

     Mr Wong Ting-kwong will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending the Companies (Revision of Financial Statements and Reports) (Amendment) Regulation 2013, the Companies (Disclosure of Information about Benefits of Directors) (Amendment) Regulation 2013, the Companies (Model Articles) Notice, the Company Records (Inspection and Provision of Copies) Regulation, the Companies (Non-Hong Kong Companies) Regulation and the Companies (Fees) Regulation, laid on the table of the LegCo on May 29, 2013, to the meeting of July 17, 2013.

     On Bills, Members will resume Second Reading debate on the Education (Amendment) Bill 2013. If this Bill is supported by Members and receives its Second Reading, it will go to the Committee Stage and be read the third time.

     The Supplementary Appropriation (2012-2013) Bill will be introduced into the Council for First and Second Readings. Second Reading debate on the bill will be adjourned.

     During the meeting, Mr Ma Fung-kwok will ask an urgent question under Rule 24(4) of the Rules of Procedure on the allegations that the computer systems in Hong Kong have been hacked.  Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
