EMSD conducts comprehensive review of Contractors' Performance Rating scheme of registered lift and escalator contractors

     The Electrical and Mechanical Services Department (EMSD) is conducting a comprehensive review of the existing Contractors' Performance Rating (CPR) scheme of registered lift and escalator contractors after gauging the views of the public and the industry. It will consult the Lift and Escalator Safety Advisory Committee to be established shortly on the review and proposed improvements.

     An EMSD spokesman said today (April 11), "We consider that there is a need to improve the assessment mechanism for registered lift and escalator contractors under the existing CPR scheme with a view to reflecting the performance of contractors in a more thorough and direct manner. Before completing the review, we will suspend the updating of the performance ratings of registered contractors. We will instead classify the performance of the contractors into three categories based on the inspection results of the past 12 months. We will periodically announce the performance categories to which the contractors belong and publish the relevant information for public reference and to maintain transparency. We welcome comments from the public on the CPR scheme. Comments can be sent to us via email to info@emsd.gov.hk or fax at 2504 5970."

     Under the transitional arrangement, the performance of contractors is divided into the following three categories:

(1) Those showing good performance with a record of full compliance in both safety and maintenance aspects;
(2) Those with a record of full compliance in the safety aspect but with room for improvement in the maintenance aspect; and
(3) Those with a record of non-compliance in the safety aspect and thus served with a warning letter and being further investigated.

     For each of the above categories, the EMSD will list out the incident information related to equipment failure and summaries of the warning letters received by each registered lift and escalator contractor. The information will be available on the EMSD's website (www.emsd.gov.hk/emsd/eng/pps/le_pub_mpr.shtml).

     In the past year (i.e. April 2012 to March 2013), the EMSD conducted 9 327 inspections of lifts and escalators. A total of 15 registered lift contractors and eight registered escalator contractors showed good performance with records of full compliance in both safety and maintenance aspects. The EMSD also issued 11 warning letters to 11 registered lift contractors and four warning letters to two registered escalator contractors. During the period, there were 16 reported lift incidents and seven reported escalator incidents related to equipment failure, including the serious lift incident at 480 King's Road in North Point on March 2.
