Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (April 11) announced the appointment of Ms Bina Chainrai, Mr Timothy Harry Casewell, Mr Peter Law Tak-chuen, Ms Bernadette Woo Huey-fang, Mr Clement Lee Hing-nin and Mr Simon Lui Kin-man as Principal Magistrates. The appointments will take effect from April 12, 2013.

     The appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.  

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:

Ms Bina Chainrai

     Ms Chainrai was born in India in 1957. She obtained LL.B. and P.C.LL. from the University of Hong Kong in 1980 and 1981 respectively. She further acquired a Diploma in Chinese Law from the University of East Asia, Macau in 1989. She was called to the Bar in Hong Kong in 1982 and in the United Kingdom in 1985. She was in private practice between 1982 and 1990. She was appointed as a Permanent Magistrate in 1990.

Mr Timothy Harry Casewell

     Mr Casewell was born in the United Kingdom in 1957. He obtained LL.B. from the University of Hull, United Kingdom in 1978. He passed the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1979. He was called to the Bar in England and Wales (Inner Temple) in 1979 and was in private practice between 1980 and 1985.  He joined the then Legal Department as Crown Counsel in 1985 and was promoted to Senior Crown Counsel in 1988. He was appointed as a Permanent Magistrate in 1995.

Mr Peter Law Tak-chuen

     Mr Law was born in Hong Kong in 1958. He obtained LL.B. from the Ealing College of Higher Education, United Kingdom in 1984. He passed the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1986. He was called to the Bar in England and Wales (Lincoln's Inn) and in Hong Kong in 1986 and was admitted as Barrister and Solicitor in the Australian Capital Territory in 1990. He was in private practice between 1987 and 1995. He was appointed as a Permanent Magistrate in 1995.

Ms Bernadette Woo Huey-fang

     Ms Woo was born in Singapore in 1957. She obtained LL.B. from the University of Southampton in the United Kingdom in 1981. She passed the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1982. She was called to the Bar in the United Kingdom in 1982 and was admitted as Advocate and Solicitor in Singapore in 1983. She was called to the Hong Kong Bar in 1986.  She was in private practice between 1983 and 2000. She was appointed as a Permanent Magistrate in 2000.

Mr Clement Lee Hing-nin

     Mr Lee was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1992 and 1993 respectively. He was called to the Bar in Hong Kong in 1993. He was in private practice between 1994 and 2006. He was appointed as a Permanent Magistrate in 2006.

Mr Simon Lui Kin-man

     Mr Lui was born in Hong Kong in 1968. He obtained a Bachelor of Science Degree in Surveying from the University of Hong Kong in 1991. He passed the Common Professional Examination in the United Kingdom in 1996 and the Bar Finals Examination of the Council of Legal Education in the United Kingdom in 1997. He was called to the Bar in England and Wales (Gray's Inn) in 1997 and in Hong Kong in 1998. He became a Mediator accredited by the Hong Kong International Arbitration Centre in 2007. He was in private practice between 1999 and 2009. He was appointed as a Permanent Magistrate in 2009.
