********************************************************

The following is issued on behalf of the Legislative Council Secretariat:

The Legislative Council (LegCo) Panel on Environmental Affairs continued its duty visit to Seoul, Korea, today (April 4) to study their experience of waste management.

On the third day of the visit to Seoul, the delegation visited the Gangbuk Waste Recycle Treatment Plant and observed its operation. The facility, subsidised by the government, was built in a cave in a forest park. It treats 15 different kinds of materials, including paper, glass, tins, iron, plastic, styrofoam, used clothes, fluorescent tubes and electrical appliances.

The delegation then visited the Beautiful Store, which is a second-hand shop. It is the first registered social enterprise in Korea and is funded by donation from the public. Since the opening of its first shop in 2002, it has developed into a leading social enterprise with 115 shops and its own brand of fairly traded products, including coffee, chocolate, jam, snack, etc. It is also the pioneer which opens up new markets inside and outside the country. The delegation exchanged views with the representatives of the store to understand its key to success.

In the afternoon, the delegation met with the Vice-Minister of the Environment and received a briefing on the waste management policies and practices adopted in Korea. The delegation also attended a dinner hosted by the Ministry of Environment.

The delegation will visit the Cheonggye Stream and the Sudokwon Landfill as well as a works project on recycling construction waste tomorrow (April 5) and will return to Hong Kong in the evening tomorrow.
