Two companies fined for illegal club operations

     Two companies were fined $4,600 and $5,800 at the Kowloon City Magistrates' Courts today (March 27) for contravening the Clubs (Safety of Premises) Ordinance.

     The courts heard that in August last year, the Office of the Licensing Authority (OLA) of the Home Affairs Department conducted an inspection at a club on Granville Road, Tsim Sha Tsui, which has been operating with a certificate of compliance (CoC). During the investigation, OLA officers found that the actual layout of the club had deviated from the registered drawings, and the number of people at the club exceeded the maximum allowable capacity as stipulated in the CoC. Also, the club did not operate under the name indicated in the CoC on the day of inspection. Conditions 3 and 6 of the CoC were breached. The company, being the CoC holder, was charged with contravening sections 21(2) and 21(1)(c) of the Ordinance.

     In another case on the same day, OLA officers inspected a club operating with a CoC on Cameron Road, Tsim Sha Tsui. OLA officers found that the actual layout of the club had deviated from the registered drawings and the fire hose reel was obstructed. Furthermore, the club staff failed to show the registered drawings upon the OLA officers' request, and the club had not yet obtained the formal written agreement of the Secretary for Home Affairs before commencing its addition work. Conditions 3, 11, 16 and 17 were breached. The company, being the CoC holder, was charged with contravening section 21(2) of the Ordinance.

     A spokesman for the department reminded all CoC holders to comply with the conditions as stipulated therein. Enforcement action would continue to be taken against illegal club operations.
