EMSD serves notice to suspend registration of Shineford Engineering Limited for six months

     The Electrical and Mechanical Services Department (EMSD) served a written notice of intention to Shineford Engineering Limited today (March 18), informing it that the department will suspend its registration as a registered lift contractor for six months.

     The Director of Electrical and Mechanical Services, being the Registrar under the Lifts and Escalators Ordinance (Cap. 618), is satisfied that Shineford, being the registered lift contractor responsible for providing maintenance service for the lift at 480 King's Road, North Point, contravened the Ordinance by failing to ensure that the lift works were carried out properly and safely. The Registrar therefore made the above decision by exercising the power delegated by the Ordinance.

     According to the Ordinance, if Shineford fails to satisfy the Registrar that it did not contravene the relevant provision within 14 days after receiving the notice, the Registrar will exercise the power to suspend the registration of Shineford as a registered lift contractor for six months. The suspension of Shineford's registration will then take effect on May 1 to allow sufficient time for the responsible persons of lifts being maintained by Shineford to arrange with other registered lift contractors to provide maintenance services for their lifts.

     Upon serving the Registrar's notice to Shineford, the EMSD immediately informed all responsible persons whose lifts are being maintained by Shineford about the decision and offered assistance. The department has also liaised with the lift trade associations and practitioners, and set up an enquiry hotline (8108 2238) to provide information on service referrals and assistance to those affected, including the owners and the Shineford workers.

     The EMSD will continue to investigate the lift incident that occurred at the above location on March 2. It will not rule out taking further legal actions against persons found to have contravened the Ordinance.
