Transcript of remarks by Secretary for the Environment (with photos)

     Following is the transcript of remarks by the Secretary for the Environment, Mr Wong Kam-sing, on construction waste and tariff reviews after an engagement session with stakeholders on the management of construction and demolition (C&D) materials today (February 26):

Reporter: Mr Wong, how useful was the session do you think for discussing with the members of the industries about how to lower the construction waste, especially as there will be more construction waste in the future?

Secretary for the Environment: The meeting was very successful. Firstly, it raised the awareness of this issue among stakeholders. Secondly, I think they all shared the commitment that we should do quickly and deeply about this issue. Last but not the least, they shared the consensus that the Government, together with the industries, should work together to arrive at a consensus so that we can have a blueprint on how to reduce C&D waste as soon as possible.

Reporter: Mr Wong, you said you would be a good gatekeeper on the electricity bills. How exactly can you ensure that the grass roots will not be paying much more in terms of electricity because according to what the CLP said in the next few years they will increase the bills?

Secretary for the Environment: Firstly, I have just said that in the most recent tariff review, for those grass-roots people, actually their rate is capped as before. So there are some means that we can manipulate to keep the tariff, particularly for the grass-roots people, almost intact or even lower. But in this year and the coming time, we have actually some more tools, for instance, the mid-term review. Although there are certain constraints on the result, I think it is a good opportunity for us to move on so that we can have more influence on the adjustment of the overall result. Thank you.
