Implementation details of Supplement IX to CEPA on testing and certification announced

     The Government announced today (January 15) the implementation details of the measure on testing and certification under Supplement IX to the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA).

     The Central People's Government and the Government of the Hong Kong Special Administrative Region signed Supplement IX to CEPA in June 2012. It expands, on a pilot basis in Guangdong Province, the scope of certification services that can be undertaken by Hong Kong testing organisations to cover food.

     Testing organisations in Hong Kong that would like to undertake testing for Mainland food-related certification schemes should be accredited by the Hong Kong Accreditation Service (HKAS) for the relevant tests. Accredited testing organisations may co-operate with Mainland certification bodies to provide the services.

     The Mainland has informed the Hong Kong side of the scope of certification services applicable to this liberalisation measure, as well as the procedures for co-operation between Hong Kong's testing laboratories and the Mainland's certification bodies.      A Government spokesman said, "Since Supplement VII to CEPA, the Mainland has been gradually opening up its market to Hong Kong testing organisations. The measure under Supplement IX to CEPA reflects wider acceptance of Hong Kong testing organisations' testing results in the Mainland and would assist Hong Kong's testing and certification industry in exploring the Mainland market in the long run."
