Members of Legislative Council¡¦s Security Panel observed a demonstration on the operation and functions of the Long Range Acoustic Device (LRAD) during a visit to the Police Tactical Unit Headquarters today (January 14).
Of the two models of LRADs, one can only be used together with the armoured vehicles to make public announcements in a noisy environment under circumstances such as serious disasters, counter-terrorism operations or severe security incidents. Another one is portable device for Police Negotiation Cadre to handle critical incidents, such as hostage-taking incidents whereby the Police are confronted or cases of attempted suicide.
"The LRAD is a broadcasting system which can effectively help the Police to convey important messages over a long range in a noisy environment, in a bid to preserve public safety, public order and prevent injury to life and property," a Police spokesman stressed.
"There are stringent rules and operational guidelines on the use of the device and only authorised officers are allowed to operate it. These officers must receive prior operational and safety trainings and should strictly adhere to the operational guidelines."
The spokesman reiterated that LRAD will not be used in public meetings and processions.
