Quality Enhancement Support Scheme launched

     The Education Bureau announced today (November 20) the launch of the Quality Enhancement Support Scheme (QESS) under the Self-financing Post-secondary Education Fund to support projects to enhance the quality and effectiveness of teaching and learning in the self-financing post-secondary sector.

     Non-profit-making education institutions offering full-time locally-accredited self-financing sub-degree or bachelor degree (including top-up degree) programmes are eligible to apply. Other related bodies such as the federations of these education institutions and quality assurance agencies may also apply. Applications are invited from now until February 20, 2013.

     The QESS supports two types of projects, namely theme-based projects and open-ended projects. Theme-based projects should normally be joint initiatives developed by multiple institutions that foster closer collaboration among different institutions and benefit the sector as widely as possible. The Self-financing Post-secondary Education Fund Steering Committee (Steering Committee) will announce the theme(s) for each round having regard to the development and needs of the sector. The themes for this round of applications are:

(a) Joint institutions' platform for sharing of resources (e.g. e-library, common curriculum on general education and language courses to facilitate recognition and transfer of credits, etc);

(b) Joint institutions' information technology platform for improving teaching and learning, enhancing student support and career guidance services; and

(c) Joint institutions' project in preparing students for further studies or employment.

     For open-ended projects, applicants may submit applications within the scope of the QESS which mainly include the following:

(a) improving the overall learning experience and language proficiency of students;

(b) developing and improving teaching methodology and practices;

(c) strengthening and improving quality assurance and related measures; and

(d) enhancing student support and career guidance services.

     Project proposals will be considered and selected on a competitive basis by the Steering Committee, which will make recommendations to the Secretary for Education.

     The Government strives to enhance the quality of the self-financing post-secondary education through a basket of support measures, including the Land Grant Scheme, Start-up Loan Scheme, Quality Enhancement Grant Scheme and the $3.5 billion Self-financing Post-secondary Education Fund.
