The Government today (October 19) announced that the Financial Secretary, in exercise of the authority delegated by the Chief Executive, has appointed Mr Michael Stuart-Moore as the new Chairman of the Mandatory Provident Fund Schemes Appeal Board (MPFSAB), and Mr Alex Chu Wing-yiu, Mr Jeff Wong Kwan-kit, Mr Ng Chau-pei and Ms Ng Wai-yee as its new members, for a term of two years starting from November 1, 2012.
The MPFSAB is established in accordance with Section 35 of the Mandatory Provident Fund Schemes Ordinance (MPFSO) to determine appeals against the decisions of the Mandatory Provident Fund Schemes Authority as specified in Schedule 6 to the MPFSO. The Mandatory Provident Fund Schemes (Amendment) Ordinance 2012, which seeks to enhance the regulation of sales and marketing activities of MPF intermediaries, also changes the composition of the MPFSAB and expands its purview to cover appeals against decisions made in respect of MPF intermediaries.
The Secretary for Financial Services and the Treasury, Professor K C Chan, welcomed the appointments of Mr Stuart-Moore as the Chairman and the four new members.
Mr Stuart-Moore was the Vice President of the Court of Appeal before his retirement and is currently the Chairman of the Deposit Protection Appeals Tribunal and one of several chairmen of both the Securities and Futures Tribunal and the Market Misconduct Tribunal.
"We believe that Mr Stuart-Moore and the newly appointed as well as incumbent members will continue to uphold the impartiality of the MPFSAB," Professor Chan said.
Professor Chan also paid tribute to the outgoing Chairman, Mr Paul Tan Chuen-yan, for his valuable contribution to the MPFSAB.
