     Following is the transcript of remarks by the Secretary for Security, Mr Lai Tung-kwok, at a media session after attending a radio programme today (September 15):

Reporter: How would you assess the appointment of Mr Lee Ka-chiu as the Under Secretary for Security? Would that result in favouring the disciplinary forces?

Secretary for Security: I think from a policy making perspective, the more that we understand how the disciplinary services operate, the more efficient will be the policy making process. Because when you consider any policy, you have to consider whether it is workable, how it can be carried out smoothly and efficiently, so from this perspective, an officer who has a good knowledge and background from disciplinary services will enhance our decision making process. Further, the vast majority of our colleagues in the Security Bureau come from the administrative services. With the joining of Mr Lee, I am very confident that we can work hand in hand and promote our policy with a reasonable transparency which aims at maintaining the stability and prosperity of Hong Kong, making Hong Kong one of the safest cities in the world.
