ICAC Complaints Committee Annual Report tabled in LegCo

     The Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee for 2011 was tabled in the Legislative Council today (July 4). This is the 17th annual report published by the committee to account for its work in the year.

     The committee is responsible for monitoring the handling of non-criminal complaints against the ICAC and its officers. The committee carefully examines the findings of investigations into these complaints and renders independent advice. It also reviews the ICAC's procedures, guidelines and practices found to be conducive to complaints and makes recommendations for improvement.

     In 2011, the committee received 14 complaints comprising 44 allegations against the ICAC and its officers. Among these allegations, 59 per cent were related to misconduct by ICAC officers, 25 per cent were related to neglect of duties by ICAC officers, 9 per cent were related to abuse of power and 7 per cent were related to inadequacies of ICAC procedures.  

     During the year, the committee held three meetings to consider papers and reports on 30 complaints comprising 70 allegations. Three allegations were found to be substantiated and concerned three ICAC officers. Whilst one of them had already left the ICAC, the remaining officers have already been given appropriate advice by the ICAC.

     In the course of examination of the reports, the committee has scrutinised the relevant internal procedures, guidelines and practices of the ICAC. In respect of the reports considered by the committee in 2011, the ICAC has reminded officers to adhere to the relevant internal guidelines concerning work procedures in order to upkeep the professionalism of the ICAC.

     In 2011, the committee was chaired by Dr Leong Che-hung. Other members were Mr Chan Chi-hung, Mr Albert Ho, Mrs Stella Lau, Ms Angela Lee, Mrs Sophie Leung, Mr V Nee Yeh, and the representative of The Ombudsman, Mr Tony Ma.
