The following is issued on behalf of the Communications Authority:

     This press release summarises the outcome of the Communications Authority (CA)'s deliberations in May 2012:

Compliance of Phoenix U Radio Limited with the milestone under its sound broadcasting licence

     In May 2012, the CA considered the submissions of Phoenix U Radio Limited (Phoenix U Radio) and was satisfied that Phoenix U Radio had complied with the milestone under its sound broadcasting licence to broadcast not fewer than one 24-hour sound broadcasting service channel each day within 18 months following the grant of the licence (i.e. by September 21, 2012). Phoenix U Radio has been broadcasting one 24-hour digital audio programme channel since January 18, 2012.

Other licensable television programme service licence

     The CA also approved an application from the Showers of Blessing Evangelistic Ministry (Hong Kong) Limited for the renewal of its "other licensable television programme service licence" for the provision of a television programme service in hotel rooms in Hong Kong for a period of three years. With this newly renewed licence, there are now 28 "other licensable television programme service" licensees providing services to more than 80 hotels in Hong Kong.

Complaint cases

     The CA considered three complaint cases in respect of the broadcasting licensees' non-compliance with the relevant codes of practice on programme and advertising standards:

(a) a complaint against the television programme "OSIM Presents: Stylish Deco with uDivine" broadcast on Jade and HD Jade Channels of Television Broadcasts Limited (TVB) for 10 days in September 2011. The CA decided that TVB should be seriously warned to observe more closely the relevant provisions in the Generic Code of Practice on Television Programme Standards (TV Programme Code) and the Generic Code of Practice on Television Advertising Standards;

(b) complaints against the television programme "News at 6:30" broadcast on the Jade, HD Jade and I News Channels of TVB on November 6, 2011. The CA decided that TVB should be advised to observe more closely the relevant provision in the TV Programme Code; and

(c) a complaint against the radio advertisement for "Nokia Lumia" broadcast on CR2 Channel of Hong Kong Commercial Broadcasting Company Limited (CR) on December 22, 2011. The CA decided that CR should be strongly advised to observe more closely the relevant provision in the Radio Code of Practice on Advertising Standards.
