Appointments to Protection of Wages on Insolvency Fund Board

     The Government announced today (March 30) the appointment of Dr David Wong Yau-kar as the new Chairman of the Protection of Wages on Insolvency Fund Board (PWIFB) for a term of two years with effect from April 1, 2012.

     Dr Wong succeeds Mr Clement Chen Cheng-jen, who has been Chairman of the Board since 2006.

     Three incumbent members have also been reappointed for another two years. They are Ms Lam Suk-fun, Mr Hung Hing-chu and Mr Mark Lin.

     Three new members, Mr Poon Siu-ping, Mrs Choi Kwan Wing-kum and Mr Fung Hau-chung, have been appointed for a term of two years as well.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments and paid warm tribute to both the outgoing and newly appointed Chairmen.

     "Mr Chen has demonstrated exemplary leadership during his tenure as the PWIFB Chairman. I am grateful for his dedication and sterling contribution to the work of the Board," Mr Cheung said.

     He said he looked forward to the support of the new Chairman and members of the Board in administering the Fund in the new term. "I am confident that Dr Wong, with his rich expertise and experience in economic and business affairs, will competently steer the Board to face the challenges ahead," he added.

     The membership of the PWIFB which will take effect from April 1, 2012, is as follows:

Chairman:

Members (representing employees):
Ms Lam Suk-fun
Mr Hung Hing-chu
Mr Poon Siu-ping

Members (representing employers):
Mr Mark Lin
Mrs Choi Kwan Wing-kum
Mr Fung Hau-chung

Public Officers:

Assistant Commissioner for Labour (responsible for wage security matters)
Assistant Principal Legal Aid Counsel (responsible for insolvency matters)
Assistant Principal Solicitor of the Official Receiver's Office

     The PWIFB, formed under the Protection of Wages on Insolvency Ordinance, is tasked mainly with administering the Fund, which provides ex gratia payments to employees whose employers have become insolvent.
