Government publishes investigation report on serious incident involving Finnair aircraft

     The Government today (January 13) published a final report on the investigation into a serious aircraft incident that occurred at the Hong Kong International Airport on November 27, 2010.

     The incident involved an Airbus A340-300 operated by Finnair, registration OH-LQD.  The aircraft attempted to take off after making a wrong turn onto a taxiway but was instructed to stop in time by the duty air traffic controller who detected the anomaly. There was no injury to persons or damage to the aircraft. The incident was classified as serious according to the criteria of the International Civil Aviation Organization (ICAO).

     "The investigation was conducted by the Accident Investigation Division of the Civil Aviation Department (CAD) with the objective of determining the circumstances and causes of the incident with a view to preventing a recurrence," a CAD spokesman said.

     The investigation was conducted by a team of trained accident investigators in strict adherence to international standards established by the ICAO. The investigation identified the causes of the incident and made six safety recommendations, including enhanced flight crew training by the operator on pre-flight safety briefings, and strengthened document control to ensure important safety information is up-to-date and incorporated into the operator's Airport Briefing for flight crew on a timely basis. All parties concerned have been given ample opportunity to comment on the findings of the report.
