HA announces Hospital Chief Executive appointments (with photos)

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) today (December 22) announced the appointment of Ms Margaret Tay Siok-mui as Hospital Chief Executive (HCE) of Grantham Hospital (GH) and Dr William Lo Tak-lam as HCE of Kwai Chung Hospital (KCH). Ms Tay and Dr Lo's appointments will be effective from February 1, 2012, and March 1, 2012, respectively.

     Ms Tay is an Occupational Therapist by background and has served in the public health-care system since 1981. She was the HCE of Margaret Trench Medical Rehabilitation Centre from 1994 to 2000. Since then, Ms Tay has served in various positions and divisions in the HA Head Office. She is currently the Chief Manager (Integrated Care Programs) under the Cluster Services Division and is responsible for the co-ordination of programmes in mental health, diabetes, cancer, renal, cardiac and stroke services.  

     Ms Tay has made significant contributions in the development of mental health services in the HA. She has steered a number of corporate initiatives in this area and led the implementation of the Common Mental Disorder Clinic and the Personalised Care Programme for patients with severe mental illness. Ms Tay also leads the Patient Empowerment Programme and the Haemodialysis Shared Care Programme.

     Dr Lo is a psychiatrist by background. He is currently the Chief of Service in KCH, taking overall responsibility for the General Adult Psychiatric Team, the Child and Adolescent Psychiatric Team, the Consultant Liaison Team and the Psychogeriatric Team. Dr Lo is instrumental in the development of the Clinical Service Plan of KCH which helps facilitate the planned modernisation of HA psychiatric services.  

     Dr Lo successfully implemented a series of corporate and local initiatives to enhance psychiatric support to cluster general hospitals, discharged mental patients and psychiatric outpatients. He is innovative in launching public mental health education activities such as the KCH Drama Group, Mental Health First Aid training and Open Art Competitions on Mental Health and Mental Wellness to combat the stigma of psychiatric patients.

     Dr Lo currently also serves as Chairman of the Mental Health Association of Hong Kong, Associate Director of the Hong Kong Jockey Club Centre for Suicide Research and Prevention of the University of Hong Kong, and Board Director of the Haven of Hope Christian Services.

     The HA Chief Executive, Dr Leung Pak-yin, congratulated both Ms Tay and Dr Lo on their new appointments and wished them every success in taking up the new roles.
