The Government announced today (November 4) the appointment of Mr Clement Chen Cheng-jen as the Chairman of the Vocational Training Council (VTC) for a term of two years with effect from January 1, 2012.

The Secretary for Education, Mr Michael Suen, welcomed the appointment and said, "Mr Clement Chen has a strong commitment to the provision of quality vocational education and training to meet the manpower needs of local industries. He has made valuable contributions to the work of the VTC since his appointment as a council member in 1998 and later as a Deputy Chairman. With his rich experience and extensive network in the industries, I am confident that Mr Chen will take the development of the VTC to new heights, benefiting our workforce with quality vocational education and training as well as lifelong learning opportunities."

Mr Suen said he is indebted to Mr Andrew Leung Kwan-yuen, the outgoing Chairman of the VTC, for his wise counsel and dedicated service to the VTC since his appointment as the Chairman in 2006.

"Mr Leung has spearheaded a lot of initiatives in furthering the development of the VTC, notably the establishment of the Hong Kong Design Institute, the launch of a new brand positioning for the VTC Group, and the reform of the VTC's curricula to support the New Senior Secondary structure and the Qualifications Framework. Under his exemplary leadership, the VTC has made significant achievements in transforming itself into a proactive and responsive vocational education and training institution which shoulders the responsibilities for building a competent and innovative world-class workforce in Hong Kong," Mr Suen said.

The VTC was established in 1982 with a mission to provide a comprehensive system of vocational education and training as well as multiple pathways for young people, and to meet the needs of different industries in Hong Kong. The 13 member institutions of the VTC provide a broad spectrum of pre-employment and in-service education and training programmes, covering a wide range of industries and catering for students with different backgrounds and abilities.
