Reclamation, road and sewerage works for Hong Kong-Zhuhai-Macao Bridge gazetted

     The Government published a notice in the Gazette today (October 21) on the proposed reclamation, road works and sewerage works for Hong Kong boundary crossing facilities relating to the Hong Kong-Zhuhai-Macao Bridge (HZMB).  Reclamation and road works have been authorised by the Chief Executive in Council, whilst sewerage works have been authorised by the Director of Environmental Protection.

     Reclamation for the HZMB is proposed to form approximately 130 hectares of land for the construction of the HZMB Hong Kong Boundary Crossing Facilities (HKBCF), within an area of approximately 267 hectares of foreshore and sea-bed situated at the waters off the north-east of the Hong Kong International Airport (HKIA).

     Road works for HZMB involve three projects:

(1) Road works for HZMB Hong Kong Boundary Crossing Facilities

(a) construction of a road network consisting of at-grade carriageways, road tunnels and viaducts interconnecting the proposed HZMB HKBCF, the HZMB Hong Kong Link Road (HKLR), the Tuen Mun - Chek Lap Kok Link (TM-CLKL) and the HKIA;

(b) Government foreshore and sea-bed to be reclaimed to form approximately 6 hectares of land at southeast of the HKIA for the carriageways and road tunnel connecting the proposed HZMB HKBCF with HKIA, and the ancillary works;

(c) construction of carriageways, footpaths, footbridges and public transport interchange, etc. within the HZMB HKBCF;

(d) temporary or permanent closure and demolition, as well as reconstruction/modification/realignment/extension of sections of the existing carriageways/road junctions and footpaths inside the HKIA; and

(e) ancillary works including site formation, slope, drainage, water supplies, utilities, landscaping, and electrical and mechanical works; and construction of amenity areas, central reserves/refuge islands, maintenance subway, and facilities for tunnel operation, etc.

(2) Road works for HZMB Hong Kong Link Road

(a) construction of an elevated dual 3-lane expressway of approximately 9.4 kilometres (km) long connecting the proposed HZMB Main Bridge with the tunnel at Scenic Hill;

(b) construction of a tunnel of approximately 1km long at Scenic Hill;

(c) construction of an at-grade expressway of approximately 1.6km long connecting the tunnel at Scenic Hill with the internal roads of the HZMB HKBCF;

(d) construction of ventilation facilities and associated tunnel operation and maintenance facilities to the tunnel at Scenic Hill;

(e) construction of a seawall of approximately 2.3km long and reclamation of Government foreshore and sea-bed to form approximately 17 hectares of land for the construction of the HZMB HKLR and the associated tunnel operation and maintenance facilities to the tunnel at Scenic Hill and the ancillary works;

(f) Government foreshore and sea-bed to be reclaimed for the construction of foundations of the proposed elevated expressway, and seawalls;

(g) temporary closure of sections of the existing carriageways, footpaths, central medians/refuge islands and amenity areas; and

(h) ancillary works including site formation, slope, drainage, water supplies, utilities, landscaping, and electrical and mechanical works; reprovision of the existing weather station; and construction of maintenance subway, anemometers and central medians/refuge islands, etc.

(3) Road works for Tuen Mun - Chek Lap Kok Link

(a) construction of a dual 2-lane road tunnel of approximately 5km long between Tuen Mun and the proposed HZMB HKBCF at north-east of the HKIA;

(b) construction of sections of seawalls of approximately 4.2km long and reclamation of Government foreshore and/or sea-bed to form approximately 35.6 hectares of land for the construction of the TM-CLKL and the associated tunnel portals, buildings, carriageways, footpaths, central reserve/refuge islands and ancillary works;

(c) construction of a dual 2-lane elevated carriageway of approximately 1.6km long across the sea between the HKBCF and North Lantau Highway (NLH) with associated slip roads;

(d) Government foreshore and sea-bed to be affected/reclaimed for the construction of a road tunnel, seawalls and the foundation works of the proposed elevated carriageway;

(e) construction of a toll plaza with associated carriageways at Tuen Mun;

(f) construction of a footbridge, carriageways, footpaths, cycle tracks, central reserves/refuge islands and amenity areas;

(g) construction of administration building, ventilation buildings and other ancillary buildings/facilities to serve the proposed road tunnel and toll plaza;

(h) modification and realignment of sections of Lung Fu Road and Lung Mun Road at Tuen Mun;

(i) modification and realignment of sections of NLH and Cheung Tung Road at Lantau;

(j) permanent or temporary closure, demolition as well as reconstruction/modification of sections of the existing carriageways, footpaths, cycle tracks, amenity areas and central reserves/refuge islands; and

(k) ancillary works including site formation, slope, natural terrain hazard mitigation, drainage, sewerage, water supplies, utilities and  electrical and mechanical works, construction of temporary pontoon; and reprovision of berth and facilities.
