The Government announced today (September 16) that Mrs Lily Ou-yang, Deputy Commissioner for Census and Statistics, will succeed Mr Fung Hing-wang as Commissioner for Census and Statistics with effect from September 24, 2011. Mr Fung will proceed on pre-retirement leave on the same day after 37 years of service with the Government.
Commenting on Mrs Ou-yang's appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Mrs Ou-yang has extensive professional knowledge and experience in statistics work as well as proven administrative and leadership skills. I am confident that she will be able to lead the Census and Statistics Department to meet the challenges ahead and continue to deliver quality service to the community."
On the retirement of Mr Fung, Miss Yue said, "Mr Fung has served with zeal and commitment in the civil service throughout the years and has devoted sustained efforts to enhance the professional services of the Census and Statistics Department. His leadership in the development of social and economic statistics in various areas for reference by the Government and various sectors of the community is commendable. We sincerely wish him a happy retirement."
Brief biographical notes on the two officers are set out below:
Mr Fung Hing-wang

Aged 60, Mr Fung joined the Government as a Statistician in September 1974. He was promoted to Senior Statistician in April 1981, to Assistant Commissioner for Census and Statistics in April 1988 and to Deputy Commissioner for Census and Statistics in October 1996. He has been Commissioner for Census and Statistics since August 2005.
Mrs Lily Ou-yang

Aged 57, Mrs Ou-yang joined the Government as an Executive Officer II in October 1975. She was appointed as a Statistician in September 1976. She was promoted to Senior Statistician in May 1983 and to Assistant Commissioner for Census and Statistics in June 1998. She has been Deputy Commissioner for Census and Statistics since September 2010.
