The Acting Chief Executive, Mr Henry Tang, commended and congratulated the winning departments and teams for their service excellence when officiating at the prize presentation ceremony of the Civil Service Outstanding Service Award Scheme 2011 this afternoon (September 12).

At the ceremony, Mr Tang said, "Our efforts have won wide recognition and support from the general public. This has also made the level of public service in Hong Kong highly commended in the international community. I feel deeply honoured to work with such an outstanding team.

"Let us pull together and continue our pursuit of service excellence in contribution to Hong Kong's development and the well-being of our people," Mr Tang added.

The Permanent Secretary for the Civil Service, Mr Raymond Wong, and over 600 guests and civil servants who were present at the ceremony also shared the joy and experience of the awardees.

This year, the award scheme attracted 110 entries from 42 bureaux and departments and following adjudication 45 entries from 29 bureaux and departments were awarded under eight categories.

The awards were assessed by members of the public and 57 adjudicators from different sectors and professions, including Legislative and District Councillors, staff side members of the Central Consultative Councils of the civil service, representatives from professional organisations, experienced practitioners from various service industries in the private sector and senior officials from the Civil Service Bureau (CSB).

One of the chairpersons of the final adjudication panels of this year's award scheme, Mr Ip Wai-ming, who was also an officiating guest today, said he was impressed with the quality of the entries and praised the awardees for setting benchmarks for best practice. He encouraged civil servants to take these winning entries as examples and continue to deliver quality services to the public.

Also taking part in the final adjudication was the Hong Kong Association for Customer Service Excellence. The Association chairperson, Ms Quince Chong, commended the civil service's commitment to continuous improvement to meet the needs of the public.

The Civil Service Outstanding Service Award Scheme, launched by the CSB in 1999 as a biennial event, aims to recognise outstanding efforts of departments and groups within the civil service, inspire civil servants to emulate the best practices of award winners and encourage continuous improvement in the delivery of public services.

This year's award scheme was co-organised by the Hong Kong Management Association. Awards under the scheme are presented at three levels, namely inter-departmental partnership awards, departmental awards and team awards. All entries had to go through two stages of rigorous adjudication.

To promote the commendable efforts of the awardees, the CSB has arranged to present the winning cases in a one-hour TV episode on TVB Jade at 7.30pm and Hong Kong Broadband bbTV (Channel 201) at 9.30pm on October 22 (Saturday).

Details of the Civil Service Outstanding Service Award Scheme are available on the CSB's website (www.csb.gov.hk).
