Appointment of Official Receiver (with photos)

     The Government announced today (June 8) the appointment of Ms Teresa Wong Siu-wan to the post of Official Receiver to succeed Mr Edward Thomas O'Connell with effect from June 29, 2011. Mr O'Connell will proceed to pre-retirement leave on the same day after almost 31 years of service.

     Ms Wong, Deputy Director (Legal) of the Lands Department, was selected for the post through in-service appointment. Commenting on Ms Wong's appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Ms Wong has a strong professional background in legal services with proven managerial and leadership skills. I am confident that she will continue to serve the community with professionalism and dedication in her new capacity, and ably lead the Official Receiver's Office to meet the challenges ahead."

     On the retirement of Mr O'Connell, Miss Yue said, "Mr O'Connell has served with zeal and commitment in the civil service throughout the years. In his capacity as the Official Receiver over the past 11 years, he has devoted sustained efforts to enhancing the professional services of the Official Receiver's Office. We sincerely wish him a happy retirement."

     Brief biographical notes on the two officers are set out below:

Mr Edward Thomas O'Connell

     Aged 60, Mr O'Connell joined the Government as a Solicitor in September 1980. He was promoted to Senior Solicitor in January 1984, to Assistant Principal Solicitor in July 1990 and to Deputy Principal Solicitor in October 1993. He has been the Official Receiver since July 2000.  


Ms Teresa Wong Siu-wan

     Aged 54, Ms Wong joined the Government as a Solicitor in October 1984. She was promoted to Senior Solicitor in August 1987, to Assistant Principal Solicitor in March 1993, to Deputy Principal Solicitor in June 2002 and to Principal Solicitor in August 2008. Ms Wong is currently the Deputy Director (Legal) of the Lands Department.
