LCSD actively follows up Ombudsman's recommendations

     With regard to the release of The Ombudsman's investigation report today (April 19) on a complaint against delay in handling road repair works, a spokesman for the Leisure and Cultural Services Department (LCSD) gave the following response:

     "The LCSD has accepted the recommendations made in The Ombudsman's report and regrets the delay caused to the road repair works.

     In view of the recommendations, a number of improvement measures have been taken in the district concerned. These include setting up a recreation venues database with land allocation records; requiring all cases involving land allocation to be vetted by the district leisure manager to enhance administrative management; improvement on the file management system; and enhancing guidance for staff to ensure their correct understanding of land grant provisions.

     In addition, the land grant provisions and plans of all gazetted recreational venues of the district concerned have been thoroughly checked. For cases with incomplete records, relevant departments have been approached to provide more information and follow up actions will be pursued with the related departments.

     The LCSD will also bring this case to the attention of all other districts. District management will be reminded to enhance guidance for their staff and to work closely and pro-actively with other relevant departments when handling similar cases in future with a view to addressing the issues as soon as possible."
