Senior appointments (with photos)

     The Government announced today (March 30) the following senior appointments:

(a) Mr Peter Cheung Kam-fai, Deputy Director of Intellectual Property, will assume the post of Director of Intellectual Property on April 12, 2011. He will succeed Mr Stephen Selby, who will retire after 32 years of service; and

(b) Mr Shun Chi-ming, Assistant Director of the Hong Kong Observatory, will assume the post of Director of the Hong Kong Observatory on April 14, 2011.  He will succeed Dr Lee Boon-ying, who will retire after 31 years of service.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue said, "The appointees have outstanding leadership and administrative skills, as well as extensive professional knowledge and operational experience.  I have every confidence that they will be able to lead their respective departments to meet the challenges ahead and continue to deliver quality service to the community."
 
     On the retirement of Mr Selby, Miss Yue said, "Mr Selby has rendered 32 years of loyal and dedicated service to the community and has made significant contributions to the development of Hong Kong in various aspects.  As the Director of Intellectual Property, he has been responsible for advising on the copyright protection regime as well as running registration services for trademark, patents and registered designs.  We sincerely wish him a happy retirement."

     On the retirement of Dr Lee, Miss Yue said, "Dr Lee has served with zeal and commitment in the civil service throughout the past 31 years.  He has devoted sustained efforts in leading the Observatory to enhance the professional weather service and expand the communication channels for disseminating weather information.  Dr Lee spearheaded the launch of the well-received 'Science in the Public Service' Campaign, which promotes public understanding of the application of science and technology in providing services by various government departments.  We sincerely wish him a happy retirement."


     Brief biographical notes on the four officers are set out below:

Mr Stephen Richard Selby
------------------------

     Aged 59, Mr Selby joined the Administrative Service in December 1978.  Over the years, he has served in various branches and departments, including the former New Territories Administration, the Home Affairs Department, the former City and New Territories Administration, the former Administrative Services and Information Branch, the former Recreation and Cultural Branch and the former Finance Branch.  He was appointed Director of Intellectual Property in October 1994.  

Mr Peter Cheung Kam-fai
-----------------------

     Aged 56, Mr Cheung first joined the Government in May 1974 as a Housing Assistant and later as a Land Executive.  He was appointed as an Assistant Crown Counsel in August 1985, and as Crown Counsel in August 1986.  He was promoted to Senior Crown Counsel in December 1988, to Assistant Director of Intellectual Property in December 1992 and to Deputy Director of Intellectual Property in August 1998.

Dr Lee Boon-ying
----------------

     Aged 59, Dr Lee joined the Government as a Scientific Officer in August 1979.  He was promoted to Senior Scientific Officer in January 1988 and to Assistant Director of the Hong Kong Observatory in November 2000.  He has been Director of the Hong Kong Observatory since April 2009.

Mr Shun Chi-ming
----------------

     Aged 47, Mr Shun joined the Government as a Scientific Officer in February 1986.  He was promoted to Senior Scientific Officer in April 1998.  He has been Assistant Director of the Hong Kong Observatory since December 2007.
