Mobile network operators publish first batch of mobile broadband service performance statistics

     Mobile network operators have published the first batch of mobile broadband service performance statistics against their performance pledges. These service performance statistics cover the last quarter of 2010 (ending December 31).

     "With the publication of these performance statistics, consumers will be able to monitor the performance of their network operators and make better-informed purchase decisions.  The initiative will also encourage operators to further enhance their service quality and increase customer satisfaction.  Operators will hereafter publish their performance statistics on a quarterly basis," a spokesman for the Office of the Telecommunications Authority (OFTA) said today (February 1).

     Four operators, namely CSL Limited, Hong Kong Telecommunications (HKT) Limited, Hutchison Telephone Company Limited and SmarTone Mobile Communications Limited, published performance pledges for their respective mobile broadband services in September 2010, covering aspects related to network reliability, service restoration time, customer hotline performance, customer complaint handling and technical performance.  China Mobile Hong Kong Company Limited will also publish its performance pledges and statistics upon the launch of its mobile broadband services in due course.

     "As we have pointed out on various occasions in the past months, Hong Kong has witnessed a phenomenal growth in mobile data services in recent years.  To enhance consumer knowledge and to increase the transparency of the mobile data services, OFTA has worked closely with the mobile network operators on a number of initiatives that will help sustain the market growth.  The publication of the mobile broadband service performance statistics is one such initiative," the spokesman continued.

     "A related initiative that OFTA has undertaken is the launch of a broadband performance test website (speedtest.ofta.gov.hk) in December 2010.  With the test website operated by and hosted in the Hong Kong Internet Exchange (HKIX), which is set up by the Information Technology Services Centre of the Chinese University of Hong Kong, consumers can measure the performance of their mobile broadband services in an objective and impartial manner and benchmark the measurement results against the service pledges and the performance statistics published by their service providers," the spokesman elaborated.

     The performance pledges and performance statistics of individual mobile network operators are available on their respective websites and via hyperlinks at OFTA's website (www.ofta.gov.hk/en/consumer_interest/pp-mobileBroadband.html).
