Proprietor was fined for violation of safety rules

     Grand View Interior Design Limited was fined $18,000 at Kowloon City Magistrates' Court today (November 12) for violation of the Factories and Industrial Undertakings (Electricity) Regulations.  The prosecutions were launched by the Labour Department.

     The case involved a fatal accident that occurred on April 24 this year on a construction site in Lai Chi Kok.  A worker was electrocuted when installing a downlight.

     According to Regulation 19(1) of the Factories and Industrial Undertakings (Electricity) Regulations, when work has to be carried out on any conductor, apparatus or switchboard, the proprietor shall take adequate precautions, including the prevention of any conductor or apparatus becoming accidentally live, so as to ensure that work may be carried without undue risk from electric hazard.  Any proprietor who fails to do so is liable to a fine of $50,000.

     According to Regulation 21(1) of the Factories and Industrial Undertakings (Electricity) Regulations, the proprietor shall provide portable insulating stands, screens, mats and covers and insulating boots, gloves or other protective equipment and maintained in good condition for use where necessary as a protection against electrical hazard.  Any proprietor who fails to do so is liable to a fine of $50,000.
