     Following is the transcript of remarks (English portion) made by the Secretary for Education, Mr Michael Suen, at a media session after a meeting with school heads on further relief measures to stabilise school development this afternoon (September 29):

Reporter: How can you retain the teachers if you cut the number of classes? What are some of the major concerns of the principals?

Secretary for Education: The major concern of the principals, of course, is their ability to retain the surplus teachers. We want to retain the teachers within the system because they are very experienced and they are difficult to be replaced. We are taking different incentives which enable schools to be able to retain the teachers within the system.

Reporter: For example, what kind of incentives?

Secretary for Education: I am afraid it is not the time for me to divulge the details of the propositions, because we still need time to work out some of the nitty-gritties.
