     Following is the transcript of remarks (English portion) made by the Secretary for Education, Mr Michael Suen, at a media session on further relief measures to stabilise the development of secondary schools after attending radio programmes today (September 18):

Reporter: Mr Suen, can you explain how the Government is going to deal with the problem of excess teacher if pre-retirement scheme not inclined to be used?

Secretary for Education: It is certainly an option for us to consider because some teachers might wish to take the opportunity to change to other jobs. But for us, the more important point is how to keep the teachers despite the fact that the number of students is declining. That involves us finding justification for them to keep the large number of excessive teachers and also to maintain promotional prospect.

Reporter: But how is the Government going to deal with the problem?

Secretary for Education: I am afraid this is not the time to divulge the details because those are still something subject to negotiation and decision.
