Draft Kwun Tong (North) Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Kwun Tong (North) Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use framework to guide the development and redevelopment in the Kwun Tong (North) area", a spokesman for the Town Planning Board said today (September 17).

     The Planning Scheme Area, covering about 171 hectares of land, is bisected into two major portions by Anderson Road.  The land above Anderson Road is occupied by the Anderson Road Quarry which is subject to a quarrying and rehabilitation contract up to late 2013.  The land below Anderson Road and above Po Lam Road (the ex-quarry site) has been identified as a potential site for housing development.  The land below Po Lam Road has been developed into Po Tat Estate, a public housing development.

     About 24.25 hectares are zoned "Residential (Group A)", including seven sites below Anderson Road which are subject to development restrictions as stipulated in the Notes for the zone.

     About 4.69 hectares are zoned "Government, Institution or Community" ("G/IC") to provide land for various GIC facilities for local residents and those in the adjoining districts.  Major proposed GIC developments include primary and secondary schools, an electricity sub-station and a fresh water pumping station.  Near the junction of Po Lam Road and Sau Mau Ping Road, land is reserved for temples and public sitting out areas.  

     About 106 hectares are zoned "Other Specified Uses" annotated "Mining and quarrying" and "Amenity Area".  This will facilitate the implementation of quarry operation and rehabilitation works in the area above Anderson Road as well as the landscaping works on the slopes around the development platforms of the ex-quarry site.

    The steep hill slopes in the southern and northern parts of the planning area, covering about 14.83 hectares, are zoned "Green Belt" to preserve their natural state.  About 5.08 hectares are zoned "Open Space" to provide land for both active and passive recreational uses.

     The approved Kwun Tong (North) OZP No. S/K14N/13 is now available for public inspection during normal office hours at the secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, Kowloon District Planning Office and Kwun Tong District Office.
